(no shock) Vibrating collars

When I was searching for good dog trainers, my neighbor recommended this guy who uses vibrating collars to train dogs. I asked about it and the
trainer said that sometimes when dogs are sniffing they zone out and don't even hear or care about what your saying, so if you need him to come quickly he wont. If you give your dog a quick vibration, then he will pick up his head and stop sniffing and then he will notice you, and then come.
I don't think from the way he said it he's punishing them, just more like getting their attention. Is this O.K.?
