fearful dog

my dog is very nervous when outside. he gets scared of people. is there anything I can give him to calm him down. when outside, he does not focus on me, he just looks at the scary thing and keeps looking. it has to be strong cause he is very nervous, I want him to go for a walk but he looks so nervous but then he is inside the house and does not receive much exercise. thanks
