2 pound Yorkie - pad training!! -PLEASE HELP

My yorkie is less than 3 pounds. I am disabled and can not have him toilet outside. He will urinate with NO problem on the pad - but will not have a bowel movement on the pad - he may do it only once every 20 times..... What can i do? Is there some psychological reason a dog will not do ALL of his business in the same spot? I've even left small amounts of his BM on the pad for the scent! PLZ help!! Thank you in advance!

Put another pad in the place he does choose to poop? Maybe he doesnt want to pee and poop on the same spot... some dogs like to be more concealed when they poop - as he is so small would a covered cat litter tray work for him?
