Puppy and toiletting issues

Hi all,
I'm new to this forum and I'm hoping for some help.

We have an 18 week old collie x lab called Penny.

penny is great and house trained but she won't go to the toilet anywhere except out back garden. We have been to the beach for days out and on long walks but she will hold it in and sometimes have an accident in the car on the way home.
Please help !

Often pups don't have enough confidence to eliminate from home , you might find she will start eliminating away from home as she grows older .

Is she kept on a lead all the time? Some dogs wont eliminate if they are on a lead.
