Over excited with other dogs

Hello!
I have two 9 month old australian shepherds. They're getting better at walking without pulling, but when they see another person or dog, they go insane! They pull, jump up, whine, bark, and twist around because they want to see the other dog or person. How do I get them to calm down so that we can politely walk up and visit? I don't want to deny them socialization outside the dog park, but many people don't want to pet them when they act this way. Help!
