dog scared of men

hi everyone,
my dog has always been scared of men. I adopted him like that,I knew of his issue. when I am out for walks and I see a man coming, I creat distance between my dog and the man and give him treats as I ask him to sit, give paw. Am I doing this correctly? I have been working on this for about 3 months now
