2 year old female aggressive toward puppy

I found 2 stray puppies on my road. I plan on rehoming one, but would really like to keep the other one. My female Pekingese (2) is VERY aggressive towards new comers. Growling, attacking, refusing to eat if the pups are around. I knew this would happy because its happened before, but I couldn't leave the babies outside. I want this STOPPED. I love dogs, and want more dogs. My peke is my pride and joy, but I want other dogs in her lifetime.

These are things I've tried

When they first met, I let them meet outside. Vegas was on a leash and the puppies free.
The puppies are ONLY allowed in my kitchen. Vegas is allowed to roam, and she sleeps with us.
Vegas is fed away from the puppies but if she still can see them, she won't eat.

I just need some help.
