puppy and adult dog
the puppy that we have will attack the older dog frrom time to time over toys. when this happens how should I tell the puppy that this is not acepptable? the older dog will not do anything back. I will pick up the puppy but if I put him down he will go right after my dog again

Use your body to block the puppy and send him/her away - be ready to step in before things get out of hand and actually before THAT, be ready to step in and redirect the puppy onto something more appropriate (a toy, a game with you etc).
If that fails then time outs are your answer and you WILL have to repeat them over and over adn over and over because as you are finding with the picking up method, pup WILL go back to it and try harder. They need to learn that no matter how hard they try, THIS game wont work, it isnt appropriate and will not be allowed.
Picking up isnt a good plan for lots of reasons (i can explain further if youd like) but body blocking and sending the puppy out of the room for a 10/20 second time out (no longer!!) EVERY time they attempt it, really really will.
You do have to be prepared to keep shutting them out, letting them back in, over and over and over, I cannot emphasise that enough you WILL feel like its not working at first, pup WILL try harder and that is perfectly normal. If you try it once or twice and give up you will make the problem worse (as he will learn if he tries harder, that works!).
Make sure your time outs are swift, last 10 or 20 seconds, no more, involve NO chatter or remonstrations, just body block, out, shut the door, count ten, back in, repeat as necessary.
Chasing a dog around, talking or shouting at them, grabbing for them etc, and time outs that are too long are very very ineffective so do try to avoid that.
