puppies and loud noises
is it normal for a puppy to be scared of loud noises?

Sure. They're babies and sometimes are fearful of loud or unexpected noises. Their experiences are limited due to their age but with the right response from you your pup will soon learn that noises can be faced (sometimes even ignored) without fear.

when the puppy gets scared, I should try to act happy or just ignore the noise

I would make like the noise is an AWESOME brilliant thing, go nuts, have a party and reward puppy SUPER well.
We do this for fireworks and thunder, I act the giddy-goat, and go 'oooooooooooh weebangs' and hand out tasty treats to all the dogs, and they are coming round fast to the idea that these noises are GOOD news, not bad. (Specially the girl dogs who were never particularly worried anyway, the little piglets!).
