what are some breeds that are friendly to everyone? I know labs and have one, but I was thinking about getting a collie or a sheltie?

I would recommend the collies! The border collies need to be exersized more often than rough collies.
Golden Retrievers are a friendly breed too!

In regards to friendliness, I think its more the individual dog rather than the breed.

Do you mean people-friendly, dog-friendly or both?
Border collies are a specialist breed and tricky to handle - high energy and high intelligence takes them way out of most people's abilities. I wouldn't recommend them except to the kind of home that can manage the high drives and needs. Then they are lovely - but a nightmare otherwise.
