training a dog with a few problems

I need some help with my dog, she recently had a bad reaction to a drug during spaying, Now she cant seem to understand how to sit, stay or even becoming potty trained. Even my vet tried to get her to sit with no success. She likes treats but just dont seem to be motavated by them. I can finally say that she is started to understand the stay command, but barely. Any advice would be helpful.
