changing owners of dogs

I am currently deployed in Iraq. My office adopted a puppy last week. We're debating whether to leave the puppy here for the next team of airmen coming here or working with the SPCA to get the puppy back to the US for one of us to adopt. The teams here come for 6 months at a time. I concerned about leaving the dog to get new 'owners' every six months. What might the effects be on the dog if he gets new owners that frequently?

That's a very difficult situation whichever way you look at it. Some adult dogs could manage a constant changeover of people, but more would not, and IMO a puppy could not cope. Pup is also at rather an awkward age: just coming into adolescence (there will be times when you will wish him/her far far away

but we all go through it). There is quarantine to consider.

I'd say get pup into a permanent home if you can.
