have you contacted your local law enforcement? has he made any threats or said or done anything that makes you feel threatened, rather than just annoyed? I am not up on the cyber stalking laws but I would document as much as you can and start asking the Police what can be done. realize if your not in immediate danger this will be most likely be low priority for them, but it's worth checking out.

Can you check out the Terms of Service for the sites he is using? Harrassing/stalking people
is usually a violation of the TOS, and if you present that to the website management, they
will likely ban him -- and that is with the ISP, so he hopefully cannot reinvent himself and pop
up again. It's something to try, anyway.

I did - he changes his profile names constantly - and I've already reported his IP to the network I'm talking about. He's crazy, and they won't do a thing about it.
