First thing is a full vet check including blood work to rule out any medical reason for this sudden change in behaviour. It would also be a good idea to bring a urine sample with you to vets for them to check for UTI.

I'd suggest not leaving his bedtime walk so late either as you'll have more patience for him. Take him out at 10 or 9.30 instead at least until he can get into a rythem of nighttime walk means pee time.
