Poor Jasper :( I am glad after only meeting the Lab once we never took Merlin back in the evenings. I'll pass on the advice about the long line and say taking no action will only make things worse. If they are collies you could recommend automatic ball throwers to your neighbours! My dog is very barky, and when he was younger he used to bark back at dogs who were behind a fence.
