Owners of none reactive dogs look out at a rainy day and go 'oh what a horrible day'. Owners of reactive dogs look out and go 'it'll be a nice walk today!'. ain't that the truth. some of my first peaceful walks was out in the rain. of course I had to help my get over being wet out in the rain first...

first you need to have some kind of idea why the dog is barking. ALL breeds can present barking problems. some more than others, but ALL can develop barking problems. If the barking is bored, lack of mental or physical outlets, there is options for this, mainly getting more exercises and finding men...

I would advise choosing one or the other. use the pads or use out doors. you can change you mind later if you want if one option isn't working out as planned. but don't flip/flop. I would also make sure you use something like Natures Miracle to clean up any misses to the pads or when he goes places ...
