My advice would be to put up a complete visual barrier along the fence and see if it helps. If the dogs can't see each other, they probably won't bark, but you can't really know it until you try it. Put up a temporary barrier first (like cardboard) and make sure it works before putting up something ...

She starts to drool and shake as she approaches the car. I can't claim to be any expert, but my suggestions would be these: Go through the usual steps as if you were going to get her into the car. As you go towards the car, stop, treat her and praise her. Take another step and treat and praise her....

It's safe. Your post talked about 4 animals that died from microchipping... not a lot. How many more are "lost" and put in shelters? The very tiny "risk" of your dog having a health problem because of the microchip is far outweighed by it's benefits.

When your dog tries to sniff the other dog's stomach... does she try to push them on their side?

As for other ideas, the "watch me" command is great, get her attention on-leash and then wait for her to be calm before allowing her to play. If she starts getting excited, pull her away.
