We used to let Ari off leash is large nature parks much more often when he was younger, then we do now (he is 14 months). I am not that worried about him running after a deer or a rabbit. He would chase him for a min or 2, then decide that it's too much trouble and come back. But I am worried about ...

When Ari was 5-6 months old, we would intentionally expose him to humans by taking him on walks through downtown streets on weekends (lots of people out on the streets). He didn't mind, actually he liked being the center of attention, and was curious of all the surroundings. And he was a very cute p...

Perhaps consider wearing a harness outside. This alone won't cure the lunging problem, but it may help prevent an injury to his little neck, and also reduce the risk of him escaping from his collar and attacking a bus or a dog.

I think he remembers where scraps have happened, and he's occassionally touchy if he meets another dog in the exact same place, (any dog, not the one which went for him) This is very interesting... I noticed this - sometimes Ari seems a bit tighter then usual when we encounter someone or something ...

Just wanted to give an update on this, with many thanks for everyone's comments. 1 - While Ari's injuries were minimal, the other dog needed several visits to his vet before he could resume his walks. Perhaps size plays a role in how we approach this. With smaller size dogs we have an option, if everything else fails, to simply pick her up and carry to the vet, or across the busy street, or into the elevator. She may not be very pleased being forced in this manner, but if really needed - this can...
