I forgot to add that he before he bites he might be giving out stress body language signals that you havent noticed.
They can be very subtle , such as a lick flip or just tensing up .

Some dogs may find the vibration too powerful and scary as the collars dont too have many settings eg low and high so they aren't necessarily kinder than shock collars, some USvibe collars have more settings but they arent cheap .

I understand the Dogs Trust have behaviourists to help owners who have adopted dogs from them and are having problems. Its worth contacting them. In this thread http://positively.com/forum/viewtopic.php?f=4&t=18064 there is advice from jacksdad about desentisation that you can adapt for your dog.
