glad you have made progress! Its never a straight line , there will always be a step back or to the side :) You have a tolerant cat ! You could try luring him away by waving a toy or tasty treat in front of his nose. Every interaction with your pup is a training session and they learn very quickly .

I forgot to add that he before he bites he might be giving out stress body language signals that you havent noticed.
They can be very subtle , such as a lick flip or just tensing up .
If you do a search for Calming signals and stress you should find info about it and photos and explanations.

Sorry you are in this position . He must have had a hard time and is in a confused state and very anxious. he wants to be petted but then finds it too much so is in conflict. it can take months for dogs to really relax and recover from their past in a new home. Some dogs may find the vibration too powerful and scary as the collars dont too have many settings eg low and high so they aren't necessarily kinder than shock collars, some USvibe collars have more settings but they arent cheap .

I understand the Dogs Trust have behaviourists to help owners who have adopted dogs from them and are having problems. Its worth contacting them. In this thread http://positively.com/forum/viewtopic.php?f=4&t=18064 there is advice from jacksdad about desentisation that you can adapt for your dog.
