In this case, I wouldn't worry much about timing his walks with a stop watch... But rather observe him during and after - if he is tired when he gets back, and if he has a good time while walking, and if you mix in some mental exercise and training into his walks (simple things...for example stop, h...

Yes, post pictures.. Another possibility is that he is older then you think.
In general, border collies need running, you want him to run. If he is not a big fan of the running thing because it's too difficult for him - then once he looses a bit of weight he may get into running.
