Sandy still attacking TV animals-driving me crazy-help pleas

Hi all, I thought I had this under control, but obviously it's not working. See previous post. As a reminder, he is 3 1/2 yo chihuahua mix (c Italian Greyhound?) and not only reacts to actual dogs and people in park, on walks, from car, but also attacks the TV whenever there is an animal of any kind...

Update: It has gotten to the point where when he sees me sit down to watch the TV armed with the clicker and treats, he has stopped sitting and watching TV and spends his time trying to get to the treats.
