Perhaps you might consider asking the local animal control agency about their paperwork to sign over animals to them. It seems to be legally binding and might give you ideas to write something up. At least it would be something to show the solicitor to give him/her some idea of what you're trying to...

LOL! Reread Karen Prior's book Don't Shoot the Dog. She'll tell you how to modify behaviors in your family.
