Due to the straighter back legs, I would go with border Collie or Siberian, as these dogs must be able to get lower on their haunches to perform their jobs, and they have the white consuming the entire muzzle. I would accept Nova Scotian but that would be odd to have in a mix, you would have better ...

Coat coloring makes me want to say English pointer, but the ears are to small and tight.
Im leaning to a pointer of the German origin.
Possibly adding some JRT, or Harrier/ Fox Hound, as these will give her the barrel chest, and coloring.

Strong JRT, short muzzle, Possible patterdale terrier.

Would add beagle to to top line flag tail and Tri color coat. (the extra pudge leads me here to bc they are prone.)

As far as the ownership battle is concerned it generally is state by state, but usually awarded to the caring party.
