My problem is that if I do take him out only for a few mins he gets anxious, I do lot of brain games , and training through out the day but if he does not get his off leash time at the park he drives me more nuts. I wish I had some super dog training powers...

How old is the puppy? Is she/he living in the yard? If your pup is only peeing and pooping in the backyard consider it a good thing. Before I Let loose my dog in the backyard I usually take her to one spot to pee and I reward him with a play training session then free time in the yard in my company....

Plus try to look fun... run in the other direction.. never chase him... play tug for a few seconds if he comes back to you.

First start teaching him to come to you at home with no distractions.. when he comes to you give him treats, praise, or play (say his name only once never twice, and never show treats to bribe him to you). Oh yeah I wanted to add my dog isn't scared at anything. He loves everything... he only get anxious when there is another dog... he has been socialized alot... Off leash he is calm around other dogs.

Hey, I am from Italy too, but also from south of the US. I go back and fourth, anyways I love GSDs! Don't worry about language skills it took me a long time to learn how to speak Italian so it is normal.
